This song is supposed to teach kids to look both ways and hold each other's hands when they cross the street. However, in one scene, the police guy (who is also the only singer) crosses the street by himself without even looking both ways first. However, since he is by himself, he can't hold any hands. There is also one other scene where the adults, the cat, and the dog cross the street, but they do not hold hands.
Holding hands is when people (specifically kids) cross the street, not before they do it.
During the last stanza, when everyone is crossing the street and holding hands, they appear to be in a line when they should be side-by-side.
